Please could you explain?
1. Why does the tesla app say
"249-254 (it keeps varying) miles 'charge limit' " (i am using a Siemens 5.5 kw on-street charger).
2 what does it mean?
3. will it just switch off at c. 250 miles charge?

Sometimes the BMS doesn't have a completely accurate prediction of the energy in the pack. Usually your indicated range is based off of the predicted pack energy remaining divided by an internal rated Wh/mi range factor. The prediction could be off for a few reasons, but the few miles of fluctuation for charging prediction is not something to worry about, especially at lower states of charge. It might get more accurate over a few charge cycles and when you're at a higher state of charge.

2 what does it mean?

It's just trying to predict your remaining pack energy at your specified percentage and expressing that as a range, sometimes it fluctuates. It's fine and normal, especially at lower states of charge and high percentage settings.

3. will it just switch off at c. 250 miles charge?

It should end up somewhere around there, yes. Whenever the pack reaches a stable 80% state of charge, it will stop charging. The reported miles should be somewhere in the predicted range.
