Does anybody know why there might be this requirement from the Charge on Solar support page first FAQ?

Where is the Charge on Solar feature available?
Charge on Solar is available to customers who own a Powerwall and a Tesla vehicle in the U.S. and Canada. We are working to make Charge on Solar available in more countries soon.​
Note: The site needs to have solar without any export limitations.

It would seem like a perfect feature for those still waiting on PTO / Permission to Export to allow solar to continue producing by having a vehicle accept the "excess solar energy" instead of shutting off solar. Is it potentially because if the vehicle stops taking the energy, it might end up going to the grid?

You could always just set your car to charge manually when your Powerwall gets near full. If you set a charge rate that is right for your inverter size and battery, your PW will fill in when solar power reduces due to clouds. This just requires a but more manual management.

Yeah, I've played around with the charging amps even with solar-only, and indeed having a battery makes it a little bit more flexible in avoiding pulling from the grid although slightly inefficient with the battery charge/discharge round-trip. Just like why Charge on Solar even exists, the software could automatically handle all this manual management with better accuracy. So is it just that Tesla hasn't gotten around to implementing this?
