I didn't realize Oakridge had a time limit. I don't recall seeing that last time and have a congestion issue too, except at the end of the day when I saw men in suits driving away.

The signage at Oakridge says 4hr limit while shopping at Oakridge and no overnight parking. If I recall those signs went up relatively recently in the past several months. I don't think the signs were there when I first got my S. The 4 hr limit there is more generous than some other popular free spots around town with 3 hr max. Also with 6 charging spots (incl 2 HPWC) there vs usually 2 at most other places, it's definitely a popular location. But at certain times of day (weekdays, earlier in the day) it doesn't seem so congested
