Also, PG&E in California still follows the Pre-2007 DST schedule, so from the last Sunday in October, to the first Sunday in November, the TOU periods are shifted 1 hour later. When we actually go on DST in November, it will realign.
Retailers follow the network's tariff definition. If the network doesn't follow DST, then the retail tariff based on that network tariff also doesn't follow DST.
Your point is valid, but it is almost certainly true that all retailers will follow DST in the same way as your network does.
So, perhaps, remember - not all network tariffs in Australia apply DST. That might mean that your off peak period starts at 11pm or midnight when it used to start at 10pm or 11pm.
