You can absolutely use your phone as a hotspot for your car when driving. My recent roadtrip didnt have LTE in the car when in the middle of nowhere (which uses Telus in Canada) and my iPhone had full bars on Rogers (confirmed as my friend had a telus phone what replicated my cars reception). My car used my phone for data the whole trip for music and navigation (I have a 50gig plan that doesnt get used much with covid).
