Put your pointer over the members name and hit "start conversation"

The ability to send a Private message (PM), using the start conversation button is not there for brand new accounts with limited numbers of posts. I am a volunteer mod, and unaware of how many posts / what activity actually triggers that button to become available.

I do know that this is done in an attempt to help curb scams / scamming.

If the start conversation button is not there, continue to participate in activity on the site and it will eventually appear.
