Normally nothing, but in you case, it appears construction vehicles are using those spots for the building in the background.
Typically there is a sign with the General Contractors name. I'd contact them, they don't like bad PR and those vehicles belong to sub-contractors.
If that didn't work. Most cities have an online app submittal that records your GPS location, then you add pictures and a complaint. Very visible at City Hall and they will reroute the complaint to the building inspectors office.
I use the latter in my city for weed control, contractors shutting down streets during rush hour, pot holes and the like. I'm shocked at how fast the issue is resolved. Where I live, if you open a complaint (ticket) via the app they have to respond to your email address when it's resolved.
