Unless some failures come up, I can easily see this happening. By 2020 I expect that SpaceX will be close to 100% on recovering boosters from both F9 and FH. So costs will only be 2nd stage (maybe) and the Dragon 2 capsules. If D2 goes the way I expect then SpaceX will have a bunch of them ready to go as well unless NASA lets SpaceX reuse those regularly. They may need some refurbishment if NASA hasn't let them do powered landings by that time though.
