Just bought Salvage 2016 Tesla S... Could use some assistance HELP!:)

Just bought the Model S Does not run the air bag is deployed. So I am thinking that maybe the pyro fuse has blown? And also how can I get the car in neutral to at least roll it around? Any help would be great.
