The first owner. an even he only qualifies if the car was not purchased with the intent to reset. That might be hard to prove, since he advertised it as soon as it was delivered.

Colorado is the best state in the US tax wise to buy a Tesla due to the Goverments generous tax incentives. Everyone in Colorado should buy a brand new Tesla EV with at least $12,500 tax incentives available. Discussed in detail on this forum Tesla now has brand new S, X and 3's in most configurations ready in inventory and available within about one week. One poster this week said he configured a 3 on Saturday and was was called to take delivery within 7 days. Tesla has sent me a few emails offering in their words immediate delivery of 3's. This car may very well be as good as new but most should agree a used car should cost less than its effective new cost because a used car is not eligible for the tax incentives, only the original selling owner is eligible for them.

Does Colorado charge sales taxes on EV? I believe they might unless it's the conversion of a heavy vehicle to an EV.

See below, even if the effective sales tax is 5%, on a P100DL, that is more than $5000 in sales taxes. States like NJ have no sales tax on EVs.

"The state of Colorado gets 2.9 percent. El Paso County adds a 1.23 percent tax. If you live in Colorado Springs, you pay another 3.12 percent. If you live within the boundaries of the Pikes Peak Rural Transportation Authority, that entity collects a 1 percent sales tax. Putting this all together, the total sales tax paid by Colorado Springs residents comes to 8.25 percent." - Some website
