Normal passenger seat belt?

Just curious as I just got my Model 3 yesterday. Is this normal for the lower portion of the passenger seat belt to be sticking out this far?

I believe that's normal. Does your drivers side not look the same (both my drivers and passengers side look like this)?

Yes this is part of the seat belt pre tension system. If the airbags deploy, the seatbelt will retract to hold you into the seat.

The smaller round cable part at the bottom, closest to the seat, is shorter on the driver's side for me.

Odd, mine are both ~4" (pushed towards the back of the car).
