is oddly worded.

It appears to suggest that you'll normally expect to charge to 100% and that on rare occasions you won't. Which as most of us here know, the majority of the time you would generally not charge to 100% on a public charger (particularly a DC charger). The exception being if you were travelling a specific route that has no charging or unreliable charging (insert Tritium joke here).

I think they are being very general here. If you are in a shopping center for example or a hotel or resort with an AC charger, then 100% maybe a reasonable percentage to charge to however on DC especially their ones 80%. Either way, setting expectations and making people understand he's the first step I guess
