Why should they work on the car for nothing? They have staff to pay for, etc. If they actually don't find anything wrong with the car, or the problem is due to the customer, then they aren't billing Tesla for that job as a warranty repair.

I think we probably underestimate just how many people try and get service to rectify things for free that are either outright their fault (e.g. bodged installs of things) or as the result of carelessness (e.g. coins rattling around).

The idea of a diagnostic charge, in theory at least, sharpens the mind of those people who are trying to "scam" Tesla. It's unfortunate for genuine owners, but at the same time if the fault is unambiguously a warranty claim then you wouldn't be paying it anyway.
