Soft Reboot solves no browser and empty release notes post 2019.12.1.1

After the recent update to 2019.12.1.1 on my 2013 S85, there were no release notes and browser remained steadfastly blank. A soft reboot brought back the browser and the release notes showed up immediately. I don't think it is internet, as release notes loaded pretty much right away populated with the graphics, so I think the browser was stuck, hung or borked as they say.

Note that 2019.12.1.2 is out so expect that shortly. It’s replacing 1.1. Who knows what bug they found where.
