I've read here that owners in Maryland and probably other states skip adding in EAP so they fall under some requirement to fit the state incentive.

They add EAP/FSD later or possibly never at all due to the punitive pricing strategy of delayed purchases.

If Tesla offers software at the discounted rate for these states, it becomes a win-win situation?

Just a thought to provoke discussion and/or forwarded it off to anyone that can make use of the strategy.
