Steering wheel controls and horn stopped working -second time

2016 Model S first of the 2nd gen AP cars (November 2016 delivery).
Last June my steering wheel controls stopped working (under warranty) took the car in under warranty and they said they replaced the "steering wheel control module" when I asked what that was they said it was the control buttons. Pretty sure that was not what it was but everything worked again.
Now it has happened again, out of warranty. I can get it to momentarily work again with a mains screen power off control and wait a few min and press brake to power on etc. stops working again after some time driving. So Im guessing its not the buttons themselves but something the buttons are connecting to. does anyone know what this is?
Is it controllers in the button units (including horn)?
Is it a central "module" that the buttons connect to that also controls the horn?
I would like to know if this is an isolated (lemon) car or are others having this issue, Clearly Tesla failed to solve it, and a search here has shown 1-2 similar failures but no definitive fix.

is there a steering wheel control module? and where is it if it exists
has anyone had multiple failures?
Any reccomended fixes?
