Not anymore, it is available.
It works but not with all the same options as in the US because of the Canadian anti-theft immobilization system (AFAIK)
It can be initiated from the phone apps but not from the FOB or the Gear stalk.
It can also be stopped with FOB, door handle touch and throwing yourself in front of sensors

I hope they're able to get keyfob Summon enabled: app connectivity (as well as the car's own LTE) isn't guaranteed in underground/large concrete parking structures (sometimes I get zero bars) and this might be where you need it the most.

Just got update 7.1 (2.9.154) in disappontingly the manual states "Summon not available in Canada" Bugger.

From my research its not because of Canadian Regulations. see my post:

But there is an new opportunity for Tesla to bring Summon via Key Fob outside of the USA (Canada, etc). On twitter Elon Musk ask for feedback on what features we'll like.
