The Waco (Texas) SC has about 12 pedestals but they are not numbered in pairs like most. Instead they are grouped in fours (1A-2A-3A-4A-1B-2B-3B-4B-etc). Does the every-other-slot protocol still apply for minimizing slowdowns?

At Waco, it gets a little more complex.
If you check Supercharge.info and the forum for that site, It appears that there is a mix of 10 ea V2 150kW and 12 ea V3 250kW stalls.
The V3 250kW do not load share with the A/B stall like the V2 150kW stalls do, so the numbering on those is of no significance. You can recognize the V2 chargers because they have a thinner cable. Yes, this seems counterintuitive, but the V3 cords are water cooled, and soon will charge at 300kW.

A and B are still paired for the same number, regardless of where they’re physically located
Yes, but v3 stalls (grouped in fours, hence the A/B/C/D designations) are much more sophisticated in terms of power sharing and can even share power across cabinets (e.g cabinet 1 can share power with cabinet 3 via the DC bus) so as an end user the sharing is completely inconsequential. There’s zero practical effect on charging speed if you plug in to 1C while someone else is plugged into 1D.

All V3 superchargers will have this A-B-C-D numbers, indicating they are tied to a common cabinet. The only significance is when there is an issue such that a cabinet goes out for some reason. In that situation you will find that all four of the groups A-B-C-D stalls will be out of order. This can be recognized visually because the lighted "Telsa" logo on the stall will not be illuminated.

In my post above, I had a typo. The V3 has the thinner cable, and is water cooled.
