Tesla deliveries in Sydney during the pandemic and without the new EV legislation

I ordered a LR on July 11 with the caveat of wanting the SD off after Sept 1 and now have a date range (31/8 to 14/9) plus a hidden VIN.

Just wondering:

a. How people will pick up cars with the necessity to cross LGA boundaries and with the lockdown now extended to the end of September?

b. How will Stamp Duty (and rebate) work given the parliament has not come together since June 24 (budget day) and is not sitting at all in August and has not passed the EV legislation?

Believe Tesla has been sending out email/SMS that they will delay delivery.
Latest info seems to be that Parliament will sit on 7 Sep and legislation is expected to be passed then.

Think it's still legal to travel beyond 5km for specific goods. And would think a car that you have paid for fits this category (not legal advice)
