Why does Tesla want to charge me ¥230,243 to install software updates? My car failed the last two updates I received OTA, and now Tesla wants me to pay them for a manual update.

I Haven't gotten my holiday update yet. Tesla claims I didn't get the last one either even though car said the download was complete. Now they want me to pay to upgrade my HW 2.5 to HW 3.0 for 1800 dollars. Now my summon hasn't work properly since 2020 (Tesla Vision). Ive been complaining for years this was causing it to fail due to computer to slow and they should upgrade it for free since I paid 6K for EAP in 2018 and summon is unusable. My warranty expired in August! But there is documentation of this issue prior to warranty running out. How can I fight this?
