vehicle with 1500+ miles being sold as "new"?

It all depends on how good of shape they are really in. I have purchased two (one with 400 miles and one with 1100 miles). The 400 miler was new. No issues. The 1100 miler had a few issues that the SC fixed. It can be a good deal and better than waiting for a car to come off the line (which in some cases now is 4-6 weeks). If you do get one and if it has a few issues just make sure you get a due bill before leaving the delivery center.
 
The term “new” is Tesla speak generally refers to whether it has been titled, since only the first person on title can apply for the federal tax rebate.

For the rest of the automotive world, new versus used often has different meanings than in Tesla’s world since ICE car buyers aren’t concerned about tax rebates.

Actually its the same definition in all car dealerships, its not tesla. The definition of "new" vs "used" is a legal one, not a tesla one. There are tax rebates for more cars than tesla (pretty much any car manufacturer that has EVs qualifies for those same rebates... and most of them are still at the 7500 level).

Even non tax rebate situation is still effected in the definition of new vs used... for example, on most ICE cars, if there are new car incentives, "new" cars qualify but "used" ones dont... but its the legal definition so a "New" BMW with 3k miles on it still gets any new car rebates that are available (for example) while a "used" BMW that has 150 miles on it would not... and those would be rebates etc from BMW not tax rebates.
