Way Small Rims with Way Big Tires for Model Y

Lots of people are running 18" rims on the Ys but I'm seeing nothing smaller. 15" or 16" rims with big meat tires would obviously be a lot more epic and expected for the offroading world and I see them all over the place on new FJs and things like that. If money were no object, does anyone know if it could be done and how one would go about specing it out for custom rims where they could do anything necessary with the offsets?

You don't see 15" or 16" because they won't clear the brake calipers.

I haven't heard of any 17" that clear the brake calipers either... unless I am mistaken 18 is the smallest we can use, and not all 18's fit depending on wheel design.
