What is this plastic piece in the front trunk?

I found this plastic piece, screws, and wires in the front trunk of our new Model X. Does anyone know what this is for?

I believe the plastic piece is the front license plate holder, not sure about the wires.

That is the two hitch cover and optional wiring harness. Take a look at this YouTube video for details (go to 2:16 to see how/where the cover is removed):

Ah right, that's the front license plate bracket for states that require a front license plate like California as an example.
