Will eVTOLs take over the commercial small-helicopter market?

Yep, battery development will be decisive for eVTOLs to have an interesting enough range.
Most eVTOLs take another 2-4 years to engineer.
Perhaps in 3-4 years there will be a new generation of batteries... and Elon Musk will want to have a flying Tesla too.

If low-level ATC and V2V connectivity are sorted out, auto-piloting in 3D space (where there are no cyclists and pedestrians) will be easier to realize than self-driving. A next-generation battery is quintessential though.
