I have 6 PWs and see the same behavior, 10kW max from the grid.
On a good clear day in June my panels will send 12-13 kW to the PWs no problem. Seems like an artificial limit when charging from the grid.
I've tried it for a couple hundred yards and it did OK. I disengaged though as I was confused and there was a lot of traffic and some pedestrians at the time.
I live in Tucson, so only get to try it infrequently.
No. It sleeps for me. Some of the time it says "Tesla is sleeping, do you want to wake it up?" When you try to make an adjustment to the charging parameters.
I had the same problem. It's not really set up to work outside of Australia yet. Apparently the iOS app works but the Android app isn't operational yet.
I use the web app onky since i dont have an iOD device and it works fine.
It has a setting to fill ether the batteries or car first. If you filled the car first that should work.
If you prefer filling the batteries first it would make it look like your house was calling for more power, then drawing down the battery.
Easiest thing works be to try it and experiment...

Of the existing chargers, Casa Grande is the worst. Its warming up now, that's when they really seem to slow down.
With a low SOC, I've gotten only 30kW if it's over 100F on a shared pedestal.
The location is good, its just that the chargers are abysmal.
