There will always be exceptions to every rule (and the personnel at a Service Center can be empowered to approve exceptions), however the key is to use the existing data for the vehicle to allow charging or not, and if allowed, then for how long. I truly doubt that Tesla wants to hire people to...

My solution is this: The software in the Tesla is smart enough to know where "home" is, so have the software disable SC'ing within, say, 20 miles of "home", unless the battery charge is, say, under 30 miles, and if under 30, then only charge to 15 min. Something like this would keep the locals...
