As far as I remember, Tesla has a software similar to Project Sunroof. My sales advisor showed me something like that. During assessment, they also measure how much sunlight you will get on specific parts of the roof. I'd ask them for that data.

From my experience, the hold up was always on Tesla's side. It stalled at every step and I had to call Tesla to get things moving. On the other hand, PG&E approved in 2 days after receiving papers from Tesla.
