The issue has been resolve at the Renton Service Center. They found the charge port drain tube slightly clogged which allowed a water build up on the pilot signal. A very simple solution.

The Model 3 isn't as quiet at 70 as my Model S but it is quieter than most cars on the road at that speed. It is quiet enough that having a conversation without a problem.
