This is everything you need to update your 2018-2020 car to a USB-C fast charging 2021+ model with front wireless charger. These are new. I never got around to installing these.

3. What is the difference between these "phone charging pad" and the "phone charging pad bottom bar"? I think seeing some pictures of this kit installed would answer my questions.

I'm not sure what the service center policies are now or if that is specific to the center/rep you talked to. As far as I know, they don't offer retrofits as a service. When I purchased the parts I had a really great person helping me and it almost felt he was excited that I wanted to upgrade/retrofit. DM me if you want to move forward with this.
