Actual length of cable on Wall Connector with 14 50 plug?

Is the 24 ft cable measured from the outlet or the wall connector?

The wall connector.
The length from the WC to the power source varies depending on if it is hardwired or a plug in to a 14-50, and is not taken into account.

I was curious about the WC with the 14-50.
The extra 4 foot provides more options in my situation.
