BC HOV OK Decal on Cellphone Screen Protector

I'm sure the BC HOV OK Decal has been discussed in full detail, but I have not seen anyone bringing up this idea - Can I put the decal on a spare cellphone screen protector (the TPU type - rubbery plastic with orange peel texture and wet application), and then put it on the car? I'm thinking the TPU screen protectors would be very similar to PPF and it should stick on the car body without paint damage concerns. Am I right?
