buying tesla in Germany to be used in Netherlands. has anyone tried?

Reason for price-difference is "umweltbonus", only for German Citizens, who are not allowed to sell that car..
So there is no difference. Ik you are lucky and fast in januari 2022 you can try to get one of the few bonusses Dutch Government has for the first few thousand EV's. You can only request this from jan 3rd 2022. Your agreement has to be confirmed after dec 31 2022, mostly on jan 4 the opportunity is gone. Only coïncidentally available for Tesla if bought out of inventory-stock or fulfilling order on the three first days of the week.
