The answer probably depends on your state, as Tesla uses the license to register your vehicle. If your state allows you to register the car with a driver's license from another country, then Tesla might (although not necessarily). If your state does not, then Tesla definitely will not allow it.

When I ordered (in California) it didn't say anything about international licenses, it just had a part where I could upload a picture of my license, which said it is used to register the vehicle.

If you are living in the US then you need to get a drivers license from your state. In Massachusetts they require new residents to get a MA license within a few weeks, I don't know the exact length of the grace period but it's not long. If you are here temporarily, student for example, you might be exempt fromt hat requirement.
