Will Tesla start charging for cellular service in the future?
Yes, Tesla rolled out their "Premium Connectivity" plan a few months back.

Standard: Free forever, provides basic maps and navigation over cellular and that's it. No streaming music, updates only over Wi-Fi.

Premium: Free for the first year, expected to cost $100/year (free forever for cars ordered before July 2018), includes satellite maps, streaming music, cellular browser, cellular updates — everything the cars do today.

If so will we be able to switch to Verizon, AT&T, or another cell service.
The cars are currently on AT&T and I do not expect that to change.

It is important to note however that cars ordered on or before June 30, 2018 are grandfathered into the Premium plan for as long as the car is active (or until Tesla decides to change their minds again). Additional changes to apps or services available via cellular service may come at an additional cost for all users though.
