CHEAPR ineligible why? [CT rebate program]

Hi All, i bought a base Model 3 at the $43k msrp at the end of FEB 2023. Now Tesla just reached out to me saying that they are unable to send the application for me as its coming up that I am ineligible.
I am not sure why would that happen, I did by an ev last year, does that matter?
I reached out to CHEAPR and they said Tesla should reach out to CHEAPR as they should be able to start the application. Not sure what to make of this,
Tesla wants to bill me the $2,250 of the rebate

not sure if anyone has any advise on how I can get this resolved.

How many CHEAPR incentives may an individual receive?

Each applicant will be allowed two CHEAPR incentives within available funds. The second rebate may be redeemed after 24 months of the first rebate approval.

Maybe the time period? So you'd have to refund the money to Tesla and try to claim it later?

I reached out to CHEAPR and they said only one rebate every 24 months.
I did buy the car under my name and my wife, so I am thinking Tesla should be able to run it under my wifes diver's license number.

I will keep you all updated on how I make out.
