Does charge cable that comes with car have built-in gfci?

Would recommend you put a surge protector on the charging circuit. While Tesla assured us there was surge protection built-in to the onboard charging system, when we had some power issues (affecting all Tesla owners around us), it damaged the secondary charger (our S P85 has two 40A onboard chargers), requiring replacement.
