Always recommend with any wheel and tire change
I would disagree on why, but agree on when (sometimes).

The tires and wheels won't change the alignment, so it isn't necessary "because" of new wheels/tires.

However, for some folks, if the car is old or they've driven it hard, etc... then its recommended to have an alignment to minimize excess wear and tear on the tires.

So, if the car is new and there aren't any issues, skip alignment.

But if the car is old or shows unexpected wear patterns, then alignment should be done.
