Dual HPWC slower rate charging

Hopefully someone can confirm what I am seeing is a bug with newer firmware. I have a setup of Dual HPWC (1 master, 1 slave) for a total of 40A. When I first start charging with one car, it charges at 40A. 2 cars they both step down to 20A (expected). Than I unplugged one car, the remaining Tesla used to go back up to 40A but now the charging is stuck at 20A and I must go into the car to increase the power back up to 40A to charge at 40A.
If I don't increase the charging power inside the car, the setting will stay and carry over into future charging sessions.
Anyone else encountered this?
