You would receive an email invitation from Tesla about it.

If you haven’t received an email invite and accepted the invite then you are not in the Early Access Program. You need to accept their terms and conditions in order to join. I speak about this based upon what I’ve heard from others. I am not a member of the Early Access Program.

They do send an email for every early access release along with instructions for bug reporting and etc.
