Not just Model 3 but the whole range. China has huge import taxes on cars so if they're going to be affordable they need to make them for that market over there. Similar to the Tillburg assembly plant in Europe. Car parts are sent there for final assembly to cut down on the finished goods import tax.

Don't confuse that with Tesla making cars in China for the EU or US market though.
