It looks like they did post about it (takes effect 3/1/2019, removes free usage and replaces with 15% discount):

It was fun while it lasted, but I guess I’ll cancel my Metro Expresslanes account. No reason to give them $1/month for the rare occasion I need to use those freeways.

If you have a fastrak device already, sign up for a special access account on the 91 express lane. No monthly fee for special access account for ZEV and you get free toll on the 91 as well except from 4pm to 6pm which you probably won't use. But free no monthly fee is good for the rare occasion you need to use the 10/110.
