Federal and state (ca) rebates for two inviduals

If the purchase contract has my dad and myself as the registered owners, can either of us apply for either federal or state rebate ?

California state rebate has the income requirement where my dad would qualify (I dont). I would like to use the federal rebate for next tax. Is this doable ? Does it matter which name is listed first ?

For CA rebate your dad has to apply ..for federal tax either of you can claim

To be clear, there is no Federal rebate. The (currently) $7500 part is a Federal tax CREDIT.

California CVRP is a rebate though.
