Fire Extinguisher for EV fire?

In case of Li-ion battery thermal runaway, it is not possible to stop it without removing oxygen for long period.
In case of garage it should be easy to close windows and garage door airtight. This will starve fire until fire department
arrives.

A thermal runaway fire is not fed by oxygen, otherwise it would extinguish itself in seconds of igniting. There is only limited air inside the pack.
 
Lion batteries are no Li batteries. Different creatures.
Lithium is not free there and obviously you don't need class D fire extinguishers. You need something to kill "chemical" fire. You need good class B piece with good cooling and "covering" properties.
Look for words "encapsulation of fire surface", "cooling" or "heat reduction", "wetting agent".
After Tesla bought local factory dutch safety organization KIWA made a bunch of fire tests and ended recommending potassium bicarbonate solutions for battery fires.
But basically anything with the exception of CO2 systems is good enough. Having a lot of water is also useful.
Watch for floor materials. Tesla fires are reflected down.
