You don't need to replace anything. It is simple to get single phase from three phase - just take two of the wires. The main purpose of three phase is high power devices, especially motors.
The problem is, you can't pull more than about 32A from one phase of a three phase system as it causes an imbalance on the grid and the electric companies don't like that. It severely restricts how fast you can charge the Roadster. It's similar to having a large load on 120v of a split phase 240v system. Have you ever heard of pulling large loads on 120v? That would be extremely hard on the utility's transformer.
All of the US and Canada currently has 120v/240v in the residential market and there is no way we will ever change to a three phase system.
