Front bumper retainer clip issue

Hi, maybe someone had an issue with this before and can offer advice. I had the unplugged performance front lip spoiler on the car. I took it off because Tesla said it was causing the wind noise above my head LOL. It wasn't but anyway when I took it I realized the clips in the center of the bumper, I'm guessing all of the ones that go through the front lip were missing. I got new clips, but they won't stay in any of those holes. The outer holes are fine and I've taken a clip out of that hole and tested in the middle and no go. Tried with new clips and old clips. Not sure what to do at this point. basically if I get the clip in and try to push the pin down, it won't go down. If I manage to force it down, then it pops out. I have stuck screwdriver and long nose pliers up the holes and they go in there no issue.
