At 4:19 (2nd video): Germany already has 600 (!) EV charging stations of (it was implied) the type they are using, which (as stated in the audio) takes 3.5hrs to charge.

The display of the charging station showed about 80€ for 40kwh. Surely some bad joke ... ?

An daytime kwh costs 0,21 € (water powered) and off time 0.16 € for me. That would translate to 6,40 € to 8,40 € for 40kwh. Double that to depreciate the infrastructure. But 10 times?

Don't know about the 1st item ... but I think the plaque is for the 250 Signature Europe cars ...

Where are they? Inquiring minds and roving Roadsters want to know!

In and around Munich, Germany. The audio references "Motomobil Autoteile und Zubeör" as a car parts shop in Munich. The license plate is Munich. The "Öko Bauernhof" (green farm) is mentioned as being on the outskirts of Munich.

Seems like no joke from both audio and video. The public charging station seems to "charge" €2,00 per kWh (!). But the audio speaks of using 30 washing-machine hours for STD Mode charge, and mentions the €80 per full charge, but also compares it to an equivalent 2.2 Liter/100km. How much per liter in Munich now ? €1,20 ? So ... a little math:
190miles=306km per standard charge: €1,40 x 3.06= €4,28 equivalent "Benzin" cost for a full charge. The announcer speaks of the pair doing a "green job" in terms of savings ...
So there's an obvious disconnect here. The most economical (non-hybrid) ICEs get around 5L/100km ... so 2.2L/100km is indeed great ! (2.2L/100km is approx 107MPG). But the €80 is way off. Who wants to complain to GRIP about the apparent error ?

They are indeed in and around Munich. The charging station the're using is in fact right accross the street from the Tesla store (You can see it in the background when they pull the charging cable out of the trunk).
When they talk about charging the Roadster in 3.5 hours they clearly confuse what the charging station (and the charger they're using) is capable of and what they've been told by Tesla staff about what's possible in theory (or the HPC).
