Highland Range

Can someone explain why the new model 3 has reduced range compared to the old version? In the case of the RWD, it's about 25 miles less. Is the wheels, the battery or more accurate "truth in advertising".

I currently own a model 3 RWD and was thinking about getting the new version. I don't really want less range, but if this is just a more accurate estimate, then nothing has really changed and I'll be fine. Still debating between New 3 or wait on truck.
 
If you live in a Birmingham in the US, then the range rating for the RWD model was 272 miles pre-Highland and 272 miles Highland based on EPA. However, the Tesla ordering web site says that choosing 19" wheels (instead of 18" wheels) gives you 248 miles.

If your Birmingham is in the UK, then the range rating is 318 miles for the Highland based on WLTP, and does not change if you choose 19" wheels on the ordering web site.
