How does Tesla determine the "1000" cars to get autopilot software updates?

In Elon's tweet, he said:

“HW2 Autopilot software uploading to 1,000 cars this eve. Will then hold to verify no field issues and upload to rest of fleet next week,”

How is that 1000 cars determined? Is it like in the movie '300' where you pick the 1000 top drivers?

But instead of picking 1000 to face down the Persian army, Tesla is picking the 1000 least likely to wreck their cars and cause bad press?

Or could be the 1000 worst drivers are picked because they need the automation due to horrible driving? :D
