The team that does the labeling software yes, but I'm dubious if there are 1K grunts in California doing labeling. An unnecessary expense for Tesla when this can be done so much cheaper elsewhere. Mechanical turk will do it cheaply. Where in California? In Palo Alto where a shack costs $2M? Doesn't make sense to me.

Go watch the video They were explicit that the labeling team that did the manual labeling was bought in-house and was located in the main facility in NoCal (they didn't say Fremont specifically, but it was implied). And they stated that they did that because the quality of outsourced labels was very poor (doesnt surprise me).
