HPWC not working

It looks like you have 2 choices. If you are comfortable, replace the breaker and see if that resolves the problem. If not, call an electrician to trouble shoot the problem. It sounds like the breaker has gone bad if it will not reset. Just be aware that there could be additional problems that are not immediately obvious, so be careful and take it step by step. 40 amp charging requires a 50 amp circuit. A 50 amp circuit requires 6 gauge wire and a 50 amp breaker. I doubt it was lightning. More likely it was a loose connection.
Loose connection would burn at loose connection location, not along the wire. This could be lightening but could also be overloaded wire (e.g. too small). OP, what awg wire is this, what amperage breaker was it connectected to, and is there anything else other than HPWC on the same breaker?
